CARSON CITY, Nev. – Joan C. Rueben, Director of the Nevada APEX Accelerator, a division of the Nevada Governor’s Office of Economic Development (GOED), was appointed as the chair of a national committee of the Association of Procurement Technical Assistance Centers (APTAC) and has already helped to devise an e-document for the 90-plus APEX Accelerators nationwide.
“Joan’s appointment to lead this national effort points to the respect she has earned from her peers across the country,” said Tom Burns, GOED Executive Director. “The Nevada APEX Accelerator provides a valuable service in helping our businesses learn how to find procurement opportunities and compete for and win government contracts.”
In late 2022, the former President of APTAC selected and assembled seven APEX Accelerator directors and program managers from across the United States to serve on a committee to help 90-plus APEX Accelerators with the transition from being under the Defense Logistics Agency to the U.S. Department of Defense (DoD) Office of Small Business Programs (OSBP) at the Pentagon Level. DoD OSBP has transformed APEX Accelerator program requirements and goals based on the elevation of the program within DoD, to sustain and grow respective states and the nation’s overall industrial base or those companies selling and providing goods and or services to local, state, and federal government and the government’s prime contractors.
As part of the seven who were selected, Rueben, a National Contract Management Association (NCMA) Fellow, was formally appointed as the chair of the committee by both the outgoing APTAC President and the separate incoming APTAC President.
Throughout the spring and summer, Rueben diligently worked and collaborated with directors and program managers representing Oklahoma, Florida, Native Americans, University of Houston, Nebraska, and Delaware to devise an e-document for the 90-plus APEX Accelerators to refer to during these transformational times for the DoD program.
APTAC distributed the e-document to the APEX Accelerators, provided a webinar on it, and featured it in its last, widely distributed quarterly e-magazine available to a variety of APEX Accelerator program stakeholders.
